    California considers Vermont-style single payment system reforms.

    • VT has one dominant insurer, a nonprofit, that had 77% of the commercial market and virtually all of the fully insured business. This will become the administrator of the single payer. Cigna was second at 13% and I’m pretty sure that was nearly all self-funded business that is governed by ERISA and not affected by the law. In other words, pretty much no one of any size is put out of business.

      CA is totally different. No one insurer is dominant and several large ones with lots of fully insured business are for profit. It won’t be nearly as clean and easy.
