• Implementing the Exchanges: open enrollment is coming

Polls indicate that Americans don’t know much about ObamaCare. 42% are unsure whether it is still law (WaPo). But that will begin to change this fall. Open enrollment in the Exchanges will start October 1, 2013.  Billions have been spent to prepare for this event and civil society groups (hired as patient navigators) will facilitate the PR roll out. Insurers eager for new customers will advertise their offerings as well. The CBO expects 7 million people to enroll in the Exchanges before New Year’s Day in all 50 states and the District of Columbia.

    • In Maryland, the Exchange people are waiting until closer to October to roll the PR out. Right now there is not much talk, because the Exchange doesn’t want to advertise something that isn’t actually running yet (the website isn’t public yet). But I think the ad traffic should be starting August or September.

There will be a LOT of work to be done the first year, enrolling people and helping them navigate their options (and this is a problem the Feds cannot possibly do well enough in 20+ very different states). There will be problems. We will work through them.
