It occurred to me this morning that filibuster reform might be a necessary condition to getting the IPAB staffed, since appointees require Senate confirmation. Turns out, I wrote a series on filibuster reform a bit over two years ago. It’s still a good resource. If you haven’t read it or have forgotten what’s in it, you might want to take a look.
